The beach area encompassing Killcare Beach and Putty Beach is an on-leash beach. There is a carpark at the end of Beach Drive with access to Killcare beach from the eastern end of the carpark which forms the southern end of the off-leash area. Head north along the beach and the off-leash area ends about half way along the beach near the Putty Beach carpark off Putty Beach Road.
